Scam Watch Pilipinas is a national cybersecurity movement founded by Jocel de Guzman and Art Samaniegowhich was institutionalized by the government (DICT, CICC, NPC, OP and NTC) July 14, 2023 as the national citizen arm to educate Filipinos nationwide against cyber fraud.

Scam Watch Pilipinas is not an event, industry club, or just a mere campaign but a cybersecurity movement that aims to address the cybersecurity knowledge gap from the grass roots level. (Though we have campaigns and events)

Scam Watch Pilipinas does not get funding from the government or solicit money from the public but from  select members from the private sector with the same vision and mission.

KEY OBJECTIVES

Address the unintended consequences of digitalization specifically cyber fraud and online scams by educating and empowering the Filipinos under a unified front involving the companies, brands, various sectors, and key government agencies.

Empower Filipinos to report incident of cyber fraud to the Inter-Agency Response Center (I-ARC) by calling Hotline 1326 and other reporting channels of the government.

Establish a system that educates individuals about the various online scams prevalent today and to empower internet users to take action against the scammers. We to nurture a cybersecurity culture and mindset in every Filipino household.

Build a vigilant multi-sectoral community nationwide under Scam Watch Pilipinas to become the national citizen arm of the government in fighting cyber fraud.

Create and propose to include digital literacy and cyber hygiene as a curriculum for elementary and high school students to protect the next generation against cyber fraud. We are partnering with Journalism Studies Association of the Philippines and academe to create a digital literacy and cyber hygiene module.

Jocel de Guzman is the Co-Founder and Co-Lead Convenor of Scam Watch Pilipinas and Founder and President of start-up reputation management company Truth360, Inc. (Visit www.truth360.com.ph). Jocel is an award-winning strategic corporate communications executive since 1998. He is also the Management Marketing Consultant of Manila Bulletin. Jocel was the head of PR and Communications Strategy of Globe Telecom and affiliate companies for seven (7) years before joining HGS Philippines as head of corporate communications. He was also the global head for corporate communications at LBC and also worked as the head of Marketing Services of Alaska Milk Corporation. He is a Philosophy and Human Resources Development degree holder from San Beda University.

ART SAMANIEGO JR.

"Manong Art" in the PH Tech industry

Art Samaniego Jr. known as “Manong Art” in the PH Tech industry is the Technology Editor and the Information and Communications Technology (ICT) head of the Manila Bulletin. He is a Google-certified IT Support Specialist, an IBM-certified Cybersecurity Analyst and ISO/IEC 27001 Certified Information Security Associate. He also completed short courses from the US Department of Homeland Security, Cybersecurity and Infrastructure Security Agency (CISA) for Industrial Control Systems (ICS) on Cybersecurity Risks, Threats and Vulnerabilities among others. He is the Manila Bulletin’s resident geek and recognized as one of the country’s go-to-guy for technology related issues.

He is also doing his part on cyber security where he works with government and private institutions to make the Philippine Internet a safer place for all. He was recognized by the Joint Congressional Committee on the Automated Election System for informing the public on the data breach related to the elections.
